Kwak Kifun lawsuit

Mr. Kwak Kifun was a student of the teachers' training school in Korea during World War II. He was drafted at the age of 20 by the Korean Draft Act in 1944, and he was attached the Second Western Fighting Unit of Japanese Army. He moved from Korea to Hiroshima with his unit, and he was bombed as one of the soldiers of Japanese Army on August 6, 1945. He lives in South Korea now, and he is 74 years old.

Mr. Kwak Kifun came to Japan for having medical treatment for his sequelae caused by the atomic bomb in May, 1998. When he was staying at the hospital in Osaka, the Osaka prefecture office issued "Health Record Note of the Atomic Bomb Victims," and provided him the health management aid (about $340 a month). However when he returned Korea in July, 1998, the prefecture office issued his "Health Record Note" invalid, and cut off his allowance.
 Mr. Kwak raised a lawsuit at Osaka District Court claiming nullity of invalidity, and requiring $20,000 compensation for his damage against the Osaka prefecture office and the Japanese government on October 1, 1998.
